Cosmetology and esthetician students gain extra expertise when their instructors take on leadership roles in important supporting organizations. The Minnesota Board of Cosmetologists (MBOC) has been a prominent leader in Cosmetology, protecting Minnesotans’ health and safety for nearly 100 years. Its primary goals are ensuring public protection, promoting high-quality service, fostering industry excellence, and supporting continuous improvements. The Governor appoints Board members, including six professionals with at least five years of licensed experience in cosmetology, nail technician, or esthetician, along with one public member.
Saint Paul College represents two of MBOC’s seven board members: Chelsey Anderson, the current MBOC chair, and Marcie Smith-Fields, a cosmetology instructor and department chair at Saint Paul College.
In addition to serving as an MBOC board member since 2014, Chair Chelsey Anderson brings more than 20 years of experience in the dynamic and constantly evolving beauty industry to SPC. She is a Licensed Advanced Practice Esthetician with expertise in advanced skincare treatments and permanent cosmetics. Her background includes collaborating with others to develop Minnesota’s Advanced Practice Esthetician license standards. She also worked with national testing organizations to help create Minnesota’s licensing exam content. Chelsey’s combined expertise in clinical aesthetics, education, regulation, and governance demonstrates a deep commitment to the growth and integrity of the industry.
Chelsey’s passion for the industry naturally extends into mentorship and education. She has long admired how Saint Paul College structures and delivers its programs, as is often validated by feedback from program alumni. She also believes that her MBOC leadership experience, working with others to make informed, forward-thinking decisions that benefit both licensees and the public, is an invaluable asset she brings to SPC students.

SPC Cosmetology Chair Marcie Smith-Fields was delighted to welcome Chelsey to her department. Marcie offers students over 30 years of experience in the beauty profession. Her passions and skills include problem-solving, innovation, collaboration, and teamwork. Using these skills, Marcie consistently sets and achieves high standards and ambitious goals for her students and herself.
Since beginning her board service with MBOC in 2018 as a public school member, Marcie has actively contributed to industry growth and progress, including expanding from five to seven licenses by adding eyelash and hair technicians. This progress also includes recognizing that students come from diverse backgrounds with different needs and circumstances. In response, she worked closely with MBOC to require all schools to update their curricula to emphasize social equity and cultural responsiveness. Beyond serving on the MBOC Board, Marcie’s credentials include licenses as a Salon Manager, School Manager, Cosmetology Instructor, Advanced Practice Instructor, and Certified Laser Technician. All seven of these licensed programs are offered at Saint Paul College!

This comprehensive program provides you with the skills, techniques, and knowledge necessary to succeed in the constantly changing field of nail care. From mastering manicures to exploring advanced nail enhancements and understanding the science of nail health, our curriculum is designed to help you achieve immediate success.
The Hair Technician Diploma Program fulfills the licensure requirements established by the Minnesota Board of Cosmetologist Examiners. Hair Technician services include haircutting, styling, hair coloring, permanent waving, chemical relaxing, and other advanced techniques. Additionally, science-based courses provide a solid hair analysis and treatment foundation, supporting your technical education.
Eyelash Extensions and Instructor Training are offered through our Workforce Training & Continuing Education department.
This 15-hour, online course is a continuing education course for Instructors. The course expands foundational knowledge in Cosmetology, especially in Natural Hairstyling, Nailcare, Skincare, and more.
