College Security and Access Policy

Purpose: To comply with Minnesota State Colleges and Universities Policy 5.11 and Minnesota State Colleges and Universities Procedure 5.11.1 for parking fees and enforcement on property owned or leased by Saint Paul College. College security and access fees support the cost of construction, improvements and maintenance of parking lots/ramps, security of parking lots/ramps, parking, and access to the College’s entrances and roadways.

They are required by State Statute 136F.67 which limits the use of state appropriation for such purposes. 

The college will implement a program for the collection of fees relating to the College Security and Access policy per the following schedule: 
 
Part 1: College Security and Access Fees (CSA) 
Subpart A: Students 
 
CSA fee is assessed on a per credit basis. 
CSA fees for students are due with their tuition and fees by the established deadline. 

Subpart B: Employees 
By Minnesota State Colleges and Universities policy, CSA fees paid by employees cannot be less than the fees paid by students. 

The CSA fee for full-time and part-time employees is assessed based on the rate schedule below. 

The CSA fee is deducted from employee’s payroll. 

Subpart C: Exceptions for Employees 
 
1.         Upon request, exceptions will be considered per the union contracts, faculty on sabbatical, or faculty who teach only online.

06.03.00.1 – College Security and Access Procedures

As approved by the Student Senate and Parking Committee in August 2014, Students and Employees shall pay the following rates. 

Students shall pay $9.33 per credit. Each year the student fee rate is reviewed and discussed through the Student Budget Consultation and submitted to the Minnesota State System Office during the Annual Budget Submission. The CSA fee rates are reviewed annually by administration during the budget development. 

Eligibility Requirements and Contributions 

The College Security and Access fees are established and maintained in accordance with Minnesota State Board Policy 5.11 and by Saint Paul College Administration. 

Participation and contributions are mandatory for all employees and students who are employed or attend Saint Paul College. The fee is prorated and deducted biweekly from your paycheck. Employees and students cannot choose to contribute more or less than the approved College Security and Access fee (CSA).
