Committees Policy

​​Part 1. Types of Committees

Subpart A: Faculty Committees

Faculty committees are established by provision through the MSCF Contract. The committees are Faculty Shared Governance Council and Academic Affairs and Standards Council. Faculty Shared Governance makes recommendations to the college on Personnel, Student Affairs, Facilities, Fiscal Matters, and General Matters. The College President serves as administrative liaison to the Faculty Shared Governance council. Academic Affairs and Standards Council provides direction for the College President in all matters of Academic Affairs. The councils consist of both faculty, administrators, and staff as outlined in the MSCF Contract.

Subpart B: Labor/Management Committee

Labor/Management committees are established by provision through the AFSCME and MAPE contracts. The committees are Meet and Confer. The committees meet at least quarterly, or at a mutually agreed upon schedule between the college’s AFSCME or MAPE representatives and the college’s administration. The AFSCME or MAPE Meet and Confer provides for an open forum to address issues of mutual concern between the respective bargaining unit representatives and the college. The AFSCME Meet and Confer committee consist of no more than seven representatives from the college and union as outlined in the AFSCME Contract. The MAPE Meet and Confer committee consist of both administrators and union representatives as outlined in the MAPE Contract.

Subpart C: Administrative Committees

Administrative committees are permanent committees established by the President in consultation with shared governance and bargaining units to assist in the operations of the college. Each committee will have a charter that identifies the chair(s), purpose of the committee, representation, meeting cadence, reporting structure, and decision-making authority. This charter will be reviewed annually. Changes to committee charges or eliminations of committees are ultimately approved by the President with review by the Cabinet. Membership structure on administrative committees is determined in consultation between the President and the Committee Chair and provides for representation of all campus constituents.

Subpart D: Student Committees

Student committees are established by the Student Senate of Saint Paul College to provide input into issues pertinent to student life at the college. Membership on student committees is not limited to students.

Subpart E: Workgroups

Workgroups are formed for a finite time period and are established to address cross-departmental work on a defined task, process, or specific project, such as meeting new initiatives or responding to issues. Each workgroup will have a charter that identifies the chair(s), purpose of the workgroup, representation, meeting cadence, reporting structure, and timeline. After the workgroup is completed a summary of the work done is recorded in the Workgroup portal. Oversight is provided by a specific college department, administrative committee, or Cabinet member. Any recommendations made by a workgroup go through their respective department or committee. Membership may include faculty, staff, and/or students and is not limited to members of the overseeing department or committee.

If there is demonstrated need for continued oversight and implementation, a workgroup can request to

become an administrative committee.

Subpart A: Faculty Committees

Faculty are appointed by MSCF. Appointments of staff or administrators to these committees are at the discretion of the President of the College.

Subpart B: Administrative Committees

The committee chair is responsible for defining membership and the process through which members are appointed. Unless indicated in the committee charter, recommended committee appointment terms are for one-three years. Once individuals complete their term, they may be reappointed to serve in consecutive terms. Faculty and staff are recommended for membership on administrative committees by the bargaining unit.

Subpart C: Workgroups

Appointments are at the discretion of the overseeing Committee Chair or department. Suggestions for faculty appointments to these groups may be provided by the College’s MSCF president but may also be selected based on specialized knowledge relevant to the work of the group.​
