ST. PAUL, Minn. — Ramsey County Manager Ling Becker was honored as Saint Paul College’s 2025 Community Partner of the Year at the college’s annual Friends on the Lawn event, recognizing her exceptional leadership and unwavering support for workforce development in the Twin Cities region.



Saint Paul College President Dee Dee Peaslee presented the award to Becker, highlighting her transformative work in workforce solutions, economic development, and public sector support that has directly benefited the college and its students.

Innovative Programs During Pandemic
Becker’s innovative thinking during the COVID-19 pandemic led to the development of the groundbreaking “Learn and Earn” program, which included essential training cohorts hosted at Saint Paul College. The program has provided pathways to high-demand careers for numerous community members, demonstrating the power of strategic partnerships between county government and educational institutions.
Six Years of Strategic Partnership
Becker, who began her role as Director of Ramsey County Workforce Solutions and the Executive Director of the Workforce Innovation Board six years ago, has prioritized building and maintaining a sustained relationship with Saint Paul College throughout her tenure with Ramsey County. Her approach aligns with the county’s mission of investing in people as the foundation for building a stronger future.
What an honor this past week to receive the Community Partner of the Year Award from Saint Paul College. This college is truly a special and critical asset for our community. It opens doors for students of all ages, backgrounds, and aspirations.

The annual award celebrates partnerships that strengthen educational opportunities and contribute to workforce development in the Twin Cities region. Recent recipients include Kitchen Coalition, Gaye Adams Massey, and Erica Schumacher.
